Hmm...I kind of have mixed feelings about this video.

As an American citizen I'm all for this guy proving a point. I think the cops should be made to explain rather than just command anything they wish and expect it to be done. If it weren't for the video I believe the police may have either arrested the guy right up front, or been a lot more nasty. The police seemed more intent upon vague threats than clearly stating what was expected of the street preacher by law. I actually don't believe the policemen even had a thorough understanding of the law.

Now as a Christian, I wonder if this helps bring people to Christ because the street preacher is showing a certain level of rebellion to authority. The situation seemed to have made him antagonistic against the crowd as they became antagonistic to him.

I think the moral of the story is the police need to have a clear understanding of the law they are attempting to enforce. To just expect compliance based on nothing more than we are the law do as we say is not enough.

when the cops try to enforce a law that does not exist, what obligation am I under to obey?

That's an excellent question. I'm wondering just how much legal authority does a cop have to order a citizen around. I always thought if it wasn't a law they were enforcing they had to have an emergency situation before they could just tell you to go one way or the other.

In my experience, cops are under a lot of pressure to 'keep the peace', but at the heart of the First Amendment is the protection of unpopular speech. So rather than deal with an unfriendly crowd, the police will just try to shut down the source of the contention, even though they have no authority to do so.

One of the questions that I have heard street preachers ask cops is "If I'm arrested, what would I be gettign arrested for? What would be the charges against me? What laws am I breaking?"
  In defense of cops in general, I have had some tell an unfriendly crowd that there is nothing he can do to stop me and so they just have to deal with it.
