And the patrons and the actors too are uncertain if the show is through and with sidelong looks await their cue, but the frozen mask just smiles

The old system that was in place was enough. Remember, there were FBI and CIA agents who had been connecting the dots on the 9/11 hijackers. However, the structure was such that these people weren't able to share info with one another. As well, you had a Justice Department and an administration that were not interested (if not antagonistic) to fighting terror.
As far as tapping, most judges had proven willing to defer to the police, feds, etc. if there was evidence. It seems like the right way to do it, to have a reasonably neutral party weigh the facts and sign off. And the process didn't take long, as some patriot act zealots will have you believe.

I have to admit, a big chunk of my disenchantment with the administration came when I watched them shuffle and dodge and weave around the FISA court issue. If we believe at all in the rule of law, and there actually is a procedure to obtain wiretapping warrants, and you do not follow it, that may very well be an impeachable offense. You may claim all you want that the process is too slow, and it may very well be, but that slowness helps prevent abuses (theoretically) and as long as that is actually the law, you (as the executive branch) are bound to follow that. __________________1 TIMOTHY 1

As well, I thought the creation of the DHS wasn't all that great. Inter-agency communication needed to be improved, but creating an entire new cabinet and the ensuing bureaucracy didn't seem like a great plan. I really was against putting FEMA under it, and it seemed then (as it did during Katrina) that it was gut it and marginalize it.
But a handful of contractors made a lot of money, so, yea!

I don't blame Bush for the attacks, but his administration ignored numerous warning signs and showed no interest in combating terrorism until mid-afternoon Sept. 11, 2001. That's facts.

From Newsweek … They ignored Richard Clarke, the FBI, the CIA and the Clinton administration. I don't blame them. Even if they had acted, they might no have been able to stop it. But they ignored warnings.
